Scottish Government to establish e-procurement framework
The Scottish Government intend going to the market in 2010 to establish framework ageement(s) to build upon, expand and further develop the existing electronic procurement service.
The existing electronic procurement service, eProcurement Scotl@nd (ePS), is a fully hosted and managed 24 x 7 eProcurement service, which supports the purchase to pay cycle. It provides a range of services including eSourcing (electronic tendering and auctions) and transactional purchase to pay solutions and is one of the most comprehensive and successful public sector eGovernment initiatives in the world. The purpose of this notice is to open a dialogue process to gather information on,(a) the current electronic procurement market;(b) innovative electronic procurement solutions and future market developments;(c) innovative funding and business models.The Scottish Government has acquired the perpetual user rights for the PECOS software and intends to retain this as the core element of the ePS service. The new agreement(s) will be for software and service solutions that utilise open source software/standards where possible, are fully interoperable with PECOS and, where required, other elements of the ePS service, and any other appropriate ecommerce system.
